Millerstown Borough Council Meeting Minutes February 5, 2024 Those in attendance: President Rob Shipp, Vice President Kevin Hertzler, Council members Rich Fegley, Tim Ritzman and Donna Showers. Mayor John Kerns, Secretary Karen Knellinger, Plant Manager Dave Stroup and Operator Jared Wagner, HRG engineer Isaac Underhill, Solicitor Bill Dissinger. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Boy Scout Troop 222 had members attend for their badge in local politics. Debbie Weidner purchased 705 East Sunbury Street, a commercial business and has a hair school, hair salon and three other business spaces. She was unaware of the sewer and water charges or property tax before purchase. She has asked the Council to reduce her bill. Municipal Authority Chair Reilly was made aware of prior to the meeting and researched the issue. Per ordinance, she should actually be charged more for all the EDU’s. The Council will have to review the verbage of EDU for chair vs wash stations and have the Solicitor give an opinion if anything can be done. The minutes from the Reorganization meeting were emailed and reviewed. Councilmember Ritzman made a motion to approve the minutes as presented. Councilmember Fegley seconded. Approval was unanimous. The minutes from the regular meeting were emailed and reviewed. Vice President Hertzler made a motion to approve the minutes as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Fegley made a motion to approve the minutes as presented. Councilmember Showers seconded the motion. Approval was unanimous. Street Committee Report Dave is making a list of patches for High Street and three manholes and valves. Sewer Committee Lakeside Builders was the lowest of 4 bids for the roof over the aeration tank approved in the 2024 budget. A 10% deposit has been made and construction will begin when weather is permitting. Decanter repairs have been made but a worm gear was not received and yet to be replaced. Dave ordered impellers for the rebuild of both motors at the pump station. Water Committee Report DEP mandatory testing for PFAS or forever chemicals will begin this quarter and then reported to DEP. There is no word yet on remediation if anything is found. The tests will be approximately $1,000 per quarter. The DEP mandate of service line inventory research continues to be submitted by October. Finance Committee Report A CFA grant for $425,986 with a 15% match of $64,000 for the sewer main replacement plan was approved. Councilmember Fegley made a motion to authorize Chair Reilly and President Shipp as representatives and signers on the grant. Vice President Hertzler seconded the motion. Approval was unanimous. Solid Waste Committee Report Nothing to report. Engineer’s Report Isaac advised he has been working with Solicitor Dissinger on the SALDO. New Harvest Church comments have been issued for their plan to pave the parking lot. The Chapter 94 Annual Report and the Chapter 110 Report deadline is 3/31/24 and they are being prepared. Zoning Permit Zoning officer Reilly approved four signs at the Greenwood School District. Mayor’s Report Mayor Kerns has an individual interested in community service. After discussion with the Solicitor, the Borough’s policy for workers compensation would cover any accidents and the exposure is too much of a risk. The request was denied. PSP had issued some warnings to the illegal parking on South Market Street. Solicitor’s Report Solicitor Dissinger advised the Moore Subdivision Plan has been signed and President Shipp has signed with a notary and the plan can be recorded with the three rights of ways for the Borough. A draft of the SALDO was presented for review and sent to the County for review. The Ordinance must be advertised 45 days before a public meeting and planned for adoption at the April meeting. Vice President Hertzler made a motion to authorize the Solicitor to advertise and distribute the SALDO as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. The junk vehicle ordinance is tabled at this time. Old Business President Shipp continually receives dog barking complaints. New Business Perry County EDA has an opportunity for trees to plant. The Council does not want any trees in the sidewalks and interfere with sewer pipes or under sidewalks. The Community Park may have a need. Councilmember Ritzman made a motion to adjourn. Vice President Hertzler seconded the motion. Approval was unanimous. The next meeting will be held on Monday, March 4th at 7pm.
